You can use the TPE for a multitude of analyses. You can set up evaluations that take place over time. You can literally have anyone rate anyone. Even within one branch you can have any employee rate any employee.
 
When your team players realize their performance is being evaluated and that their scores are being compared to their competitors' scores (on other projects) what are they going to do?   PERFORM!!
 
Keep track of your whole team's performance over a given project.
Learn what your team players (including Owners) think of each others' performance.
Solve problems BEFORE they develop into major problems.
Get High Level statistics on how your teams are performing in general, by Business Type.
Compare Subs of the SAME TYPE & their Project Managers by specific criteria.
